摘要： 传统的城市旅游观光方式已渐渐不能满足旅游者的体验需求，开发深入体验当地文化的社区旅游是取得市场竞争优势的关键。本文采用案例研究法，以天津塘沽国有资产投资有限公司及其经营管理的塘沽河滨公园为调研对象，厘清了其社区旅游开发进程，提出由动力机制、保障机制和参与过程构成的城市社区旅游发展模式，并指出调研对象的现存问题，为社区旅游推广提供建议。

Abstract: Traditional city sightseeing tour becomes gradually unsatisfied to tourists’ experience needs. In order to gain a competitive advantage, it is serious to exploit community-based tourism which contributes to in-depth cultural experience in city. The paper uses case study to do research and Tanggu River-bank Park which is operated by Tianjin Tanggu National Asset Investment Co., LTD. is the object of this study. This research discovers the forming process of city community-based tourism and constructs a management mode of city community-based tourism which includes dynamic mechanism, supporting system and involvement process. Based on the development problems existing in the case, the paper offers some suggestions concerning mode application.
