Abstract:

In response to the 9/11 terrorist attacks on the US, nations such as China recognized the importance of foreign language to national security. Following the event, the close relationship between foreign language and national security has drawn unprecedented attention not only from the media, but also from world leaders. Against such a backdrop, China has been in urgent need of a foreign language strategy for the purpose of national security and national development. To this end, both the Chinese people and government should consider the key role that foreign language has played throughout Chinese history, while accounting for the nation’s current national security needs and the current state of foreign language proficiency throughout the country. In recent years, China has made considerable progress in foreign language strategy research and strategy development. In the future, China can aim to develop its foreign language strategy from the perspective of national security.

摘要:

“9·11”事件后,外语战略对国家安全的重要性得到了广泛关注,不仅媒体用前所未有的篇幅和力度加以报道,各国政府也普遍开始重视这一问题。在国际安全局势复杂多变的今天,为满足国家安全和发展的需要,我国外语战略的制定势在必行。本文首先从历史经验和教训、国家安全需求和我国外语能力现状的角度探讨了我国外语战略建设的必要性,随后考察了近年来我国在外语战略研究和外语战略建设方面作出的有益尝试,最后指出未来我国可以从国家战略的角度考虑外语战略的制定。
