Abstract:

By applying Fairclough’s dialectical-relational framework, this article makes a structural and interactional analysis of the genre of governmental announcement. It is found that a type of hierarchical relationship is represented in governmental announcement by certain discursive strategies that are employed in the process of issuing and implementing the announcement from the top level of the hierarchy. It then discusses the way this announcement as governmental genre participates in social practice in comparison to the ways in which other governmental genres such as work report do, and reaches a tentative conclusion that governmental documents as managerial discourse serve as social practice in various ways, each providing useful insights to another.

摘要：

本文运用费尔克劳提出的批评话语分析的“辩证–关系”分析框架,对一则政府部门发布的“通知”进行“结构分析”和“互动分析”,发现这一通知在政府机构不同层级的部门之间,其发布和传达的方式体现为高一层级的政府部门掌握着政府通知这一语体的制定权,并且在通知中通过话语策略体现出政府部门的权威性。结合其他政府公文（如征求意见稿和专题报告）实施社会实践的方式对这一发现进行讨论,可以认为政府部门的公文作为一种管理话语,实施社会实践的方式多种多样,彼此形成互补,共同为政府部门以公文的形式参与社会实践提供借鉴。
