Abstract: Based on the development concept of “bicycles for public use at any time”, city public bicycles encourage big cities to adapt the newly public transportation system of combining transportation with bicycles, which could improve the efficiency of public transportation. Depending on the history of public bicycle development in Beijing, this article will make a comparative analysis between Beijing and Hangzhou from four aspects, which are operation, organization, service and tourism function. From the aspects of transportation environment, operation management, location planning and function development, this article will put forward some constructive suggestions for the service development of Beijing public bicycle system.

摘要： 城市公共自行车是指将自行车纳入公共交通体系，基于“随用随借、公众使用”的开发理念，鼓励大城市通过发展“公共交通+自行车”的方式来提升公共交通运营效率。本文通过对北京公共自行车发展历史的梳理，从运营模式、组织形式、服务内容和旅游功能等4个角度，与杭州市公共自行车发展现状进行对比，最后从出行环境、运营管理、选址规划与功能开发等角度，对北京市发展公共自行车服务系统提出意见和建议。
