摘要： 滨海旅游低碳化发展是海洋经济低碳发展和旅游业低碳发展的必然要求。本文在分析我国滨海旅游发展现状和碳排放规模的基础上，结合低碳旅游系统构成，建立了滨海旅游低碳化发展的公共政策体系基本框架，并从落实低碳旅游发展的现有政策和模式、出台滨海旅游低碳化的发展政策、积极探索和开拓滨海旅游低碳开发模式等方面提出具体的公共政策建议。

Abstract: Low-carbon coastal tourism development is necessary for marine economic development and low-carbon tourism development. The article studies the coastal tourism development status and carbon emissions scale in China. At the same time, based on the analysis of lowcarbon tourism system, the article established the basic framework of public policy system of low-carbon coastal tourism development, with suggestions of carrying out the existing policy, promoting low-carbon tourism development, settingup the low-carbon coastal tourism development policy, and exploring and developing the low-carbon coastal tourism development mode.
